How an area is picked for selective licensing

We would only consider Selective Licensing in an area if it is experiencing one or more of these conditions:

  • Low housing demand
  • A significant and persistent problem caused by anti-social behaviour
  • High levels of migration
  • Poor property conditions
  • High level of deprivation
  • High levels of crime

In December 2023, the Economy Scrutiny Committee reviewed a “hotspot” mapping and ranking exercise. It found hotspots of anti-social behaviour and service requests related to housing. It also looked at environmental issues such as fly tipping, and levels of deprivation. We asked our neighbourhood and enforcement teams for their views, based on their local knowledge and experience of each area. This process identified nine areas which meet the criteria to justify selective licensing. The report also approved an outline consultation plan.
