Council tax Council tax guide for landlords

Who is responsible for paying council tax?

Your tenants must pay if you rent out the whole property to:

  • one person; or
  • a family; or
  • joint tenants.

We'll send the bill straight to them.

You (the landlord) must pay if it's a 'House in Multiple Occupation' (HMO). That’s a building where:

  • different people rent parts of the property; and
  • each person has their own tenancy agreement.

We'll send the bill straight to you.

Tell us when tenants move in or out

If you have tenants moving in or out, tell us about it. We need to know when tenants change or move in for the first time so we can send the right bills quickly.

When your property is empty between tenants, you are responsible for paying the council tax.
