Summary
Hoarding, which encroaches or projects onto or over the highway, requires a licence.
Safe walking zones must be provided at ground level when carrying out building work, maintenance or demolition to any property which is adjacent to the road (carriageway, footpath or alley). Unless previously agreed with highwaylicences@manchester.gov.uk who may need to refer you to colleagues for Traffic Management / Temporary Traffic Regulation Order - Approvals for any closures
Permits are valid for a period up to 365 Days for Major Schemes only, otherwise renewed every 28 days.
If a site cabin is also required, then as long as this is placed within the Hoarding then a separate site cabin permit is still needed.
Please note:
There maybe Events within Manchester (Christmas Embargo / Markets/Major Sporting Events) that impact on Highway Licences, you will be advised in advance of these dates.

Fees
Fees are calculated at application stage and you will sent a link to the online payment system. All payments must be made via the online system by credit or debit card.
Fees: Administration charge £159 plus every month the structure is subject to the following monthly inspection charge:
- Inspection fee (area up to 25m2) £81 per four week period
- Inspection fee (area up to 50m2) £120 per four week period
- Inspection fee (area up to 75m2) £159 per four week period
- Inspection fee (area up to 100m2) £199 per four week period
- Inspection fee (area up to 125m2) £240 per four week period
- Inspection fee (area greater than 125m2) £280 per four week period
Please note - we define a month as a four week period
Once your application has been reviewed and approved/refused you will be notified of the outcome.

Application and guidance notes
Apply for a hoarding permit once you have submitted your application please email the following supporting documentation to: highwaylicences@manchester.gov.uk
- Upload a copy of your Public Liability Insurance not less than £10 million; and
- Upload a scale plan of the site showing the position of the structure / obstruction on the road or pavement.

Processing and timescales
Once your application has been submitted, we will contact you within 20 working days.
Please note, in some instances we may need to visit the proposed site and discuss the proposed works in more detail, before we can progress the application.

Validity and renewals
The licence is valid for the period approved. Permits are valid for a maximum of 365 days.
